Victoria's Inner Harbour is the fascinating and busy center of the city: Floatplanes take off and land, whale-watching cruises embark on their journeys and tourists and locals lunch in the sun, enjoying the views. Surrounding the Inner Harbour are the elegant Fairmont Empress, the Royal British Columbia Museum and the British Columbia Parliament buildings, as well as generous lawns. During the summer months, festivals, music shows and buskers add to the fun.
