Depends on how long you plan to stay but if you are going with 3 or 4 people and staying 3+days in Paris. I may be more cost effective to stay in a flat. For Paris I would recommend Parisflatsonline.com

If you are traveling solo couchsurfing.com is good for meeting people who can show you around the city and couch surfing ( meaning staying a night or 2 with a host)

Palmer's Lodge in London was cheap, well-located, safe, and super friendly. I had a great experience there. I've booked almost all hostels through hostelworld.com, so you can check user reviews for everything and get a better sense of which places are good and which places aren't.
