A trip to Vigan City, Philippines is not complete without having an afternoon snack or as the Spanish would call "merienda" at the plaza. And the snack of choice? Definitely one or two (must save room for dinner) of these mouth watering empanadas. This is an Ilocano take on the Spanish delicacy.
The Ilocano empanada is filled with vegetables, meat, and eggs and deep fried to golden perfection. Best eaten dipped in "suka" or coconut vinegar infused with chopped onions, chillies, and garlic and a bottle of ice cold Coke.
