Many tourists plan on swimming with whale sharks while they are in the Philippines, and Oslob is the most popular place to do this. There aren't really beaches on this part of Cebu Island, so plan to pick a place with a pool or ocean access.
Seafari Resort is located right on the water, and the only downside to this place is that there are a LOT of stairs to walk down before you get to the resort. Once you've tackled that hurdle, you're in heaven! Rooms are basic but clean, and each room has an ocean view, balcony, and seating outside. The chef was incredible, which is important because Oslob and any other surrounding towns really don't have any restaurants, just little stores.
Seafari has a little boat that does regular morning shuttles to the whale shark swimming area. Do yourself a favor and beat the hoards of people by going at 6am, otherwise you'll be surrounded by hundreds of other people.
Bonus: Keep your flippers and snorkel handy if you have your own! Both days we stayed here, a young whale shark swam by only about 50 feet from shore. If you're paying attention, you could easily go swim with it for as long as you want.
