To answer your question: When I visited Cartagena on vacation (and took this photo), my friends and I flew from Bogotá, and it was about as easy as it gets. I'm actually living in Bogotá right now for an entire year, and I've found both living and traveling around the country to be fairly easy and enjoyable. Colombia is an amazing, gorgeous country filled with wonderful people, and it has yet to be flooded with tourists like some other Latin American countries, so it's still somewhat of a bargain (except for the super-touristy spots like, for example, Cartagena). You're definitely better off if you can speak some Spanish, since English is still not widely-spoken, even in the major cities, but you could probably still get by without it if you're really good at sign language.
