Love Padlocks (also known as Love Locks) are a custom by which padlocks are affixed to the bridge/fence as a way to symbolize everlasting love....The keys to the lock are symbolically thrown into the rushing water below so the lock cannot be opened again.

I saw this a few years ago for the first time. Quite unique. Well, it was unique because while in Paris last year there are now tons of these padlocks on one of the bridges over the Seine. I cannot remember which one though.
You forgot to mention the most important part: The keys to the lock are symbolically thrown into the rushing water below so the lock cannot be opened again.

Saw this on a bridge in Rome, too (Ponte Milvio? that might be spelled wrong...), though theirs is based on an Italian movie from a few years ago (3 Meters Above the Sky, I believe). Didn't realize this was all over Europe--I'll have to keep an eye out, now!
I love the ideal although I tend to be more of a realist than a romantic. I'll be the locksmith is laughing all the way to the bank though!! I wonder if they picked up on this yet in the USA, especially Philly, "the city of brotherly love"!?!?
Oh. That answers my question about all those locks on the Brooklyn Bridge.
